El Movimiento Scout educa integralmente para la libertad personal en la responsabilidad y el compromiso. El primer acto de este compromiso parte del hecho de la voluntariedad de pertenecer al Escultismo. Desde los niños a los chicos, el hecho de realizar su Promesa es, desde un principio, algo que ellos deben querer realizar. La Promesa da sentido al Escultismo y es su pieza clave.
Por medio de la Promesa y la Ley, el Scout establece libremente un compromiso personal con un código de conducta determinado y acepta, ante un grupo de compañeros, esa responsabilidad.
Es un acto educativo y por esta razón es por la que conviene adaptar la Promesa y las exigencias de la Ley a la situación real de cada persona, dentro de su plan de progresión individual y acorde con sus posibilidades.
La Promesa debe ser percibida como algo atractiva, como un plan de vida que rompe con el pasado y se proyecta hacia el futuro. Es libre: los Scouts nunca pueden concebir la Promesa como algo obligatorio o impuesto porque todos la realizan.
El símbolo externo tradicional de quienes han dado este importantísimo paso en Scouts es vestir la pañoleta Scout. Ello supone además un elemento de reconocimiento externo entre los Scouts que se saben así unidos por un mismo código de valores y por un mismo compromiso en todos los puntos del mundo formando la gran hermandad que el movimiento pretende ser, un distintivo externo que potencia la ayuda mutua y el sentimiento de vinculación entre niños y jóvenes que pueden no conocerse de nada y aun así saberse desde ese momento hermanos.
